Leroy Miller, President

& CEO

Leroy is a trusted team player with over 35 years of Project Controls experience with a strong focus on Planning and Scheduling. His experience spans across the Heavy Civil, Power Distribution, and the ICI Sectors. He is also a qualified Construction Engineering Technologist and a member of the Canadian Institute of Quantity Surveyors (CIQS) as a Construction Estimator Certified (CEC).


Neil Lowhar, Vice President

Neil is a Senior Consultant with over 25 years of extensive construction experience as a Construction Manager. He is certified as Construction Engineering Technologist (C.E.T.), Project Management Professional (PMP), and Canadian Construction Association Gold Seal Certified (GSC), and soon to be Certified Construction Manager (CCM). He has completed Executive Education training from Columbia University, York University and Quantic Schcool of Business and Technology. He has extensive experience in estimation, project planning, constructability, risk management and execution.

Duerr Garcia, Consultant, Sr.Planner/Scheduler

Duerr Garcia is a Sr. Planner/Scheduler with over 18 years of experience in project management, specializing in developing comprehensive schedules for major projects like the Surmont Phase II SAGD and TMX Anchor Loop Pipeline. He is skilled in using advanced project management tools, including Primavera P6, for which he provides training at various levels. Duerr is actively involved in professional organizations such as the Association for the Advancement of Cost Engineering and the Project Management Institute.

Jordan Miller, Jr. Planner Scheduler

Jordan is a Junior Planner Scheduler with experience in construction project scheduling and planning. He is focused on assisting with project coordination, schedule development, and progress tracking. He has worked on projects in the Industrial, Commercial, and Residential construction sectors, supporting teams with scheduling analysis and reporting.
